Q: Are these water colors chalky?

No they are very nice... check out review done just recently by Lindsay Weiric (The frugal crafter) She highly recommends them... check out her blog she is always very honest and very experienced water colour artist

Q: Are these better than Sakura koi watercolor set? Are they chalky and have a nice range of skin colors? Is the water brush good?

I have this set and Koi. I love this set because of the vibrancy of the colors, no problem with mixes turning to mud, and not chalky. I've painted light and medium skin tones with both; and light, medium, and dark skin tone with Koi. I haven't used the brush yet but as close as I've been about to figure out, it's a Size 3 with pointed end. I hope that helps.

Q: Does the set include skin tones?

It depends on what you mean. There a colors like yellow ochre and some rose colors that mix light skin tones easily. There are also sepia/umber browns that can be the base of darker skin tones. But it's not like some of the premade pastel skin tone palettes out there; this is a more balanced selection that can mix virtually anything without muddiness.
